I had the same issue today. Just got off chat/ call with Apple Support. They were great. The problem has been resolved. So, we did two things, I updated to iOS 18.1, but I also delegated my VPN app from my phone (I can reinstall it if I choose.) So, I’m not certain which of the two variables did the trick. The VPN app caused the update to run slowly. Tech said it may also have interfered with the privacy security of the iCloud T&C acceptance process. Regardless, it is resolved. Apple Support was such a positive experience.

Some other users say that the problem was resolved after they updated to iOS 18 or iOS 18.1. So you can try either of the potential tricks to see if it helps you resolve the issue.
